Does the cooler come with some kind of packet of thermal paste?

Dear customer, yes, it will come with a thermal paste.

The parts photo shows four mounting clips. I wanted to mount two fans, but only received two clips. Where can I get more?

Had to order some separately. You can get them here on Amazon, just search for 12cm (120mm) hook up fan buckle. I'd post a direct link but Amazon will block this answer, even if it's their own link...thanks Amazon. If you're lucky to be near a computer parts store like Microcenter, you can get them there as well. Good luck!
