Would these work with dyed rice?

Yes! That’s one of the things we used ours with.

How long do they hold the water? Do they shrink back after a certain time?

They have holes in both sides, so they don't hold water.

Can you use them to make snow balls?

No I would not use them to make snow balls. They are just a light weight plastic. They are perfect for cotton balls, light weight balls of any sort.

how large are the scoop/round parts on these?

Hello Amazon Customer! The Handy Scoopers (scoops) at the end are 2.0" diameter. Feel free to contact us at review@learningresources.com with any other questions you may have.
